Acording to the Internetz it was a Canadian DHC-4T Caribou (N400NC) test Aircraft that had been converted to turbine power, but it took off with the gust locks on (stops the control surfaces from moving around when it's windy) so presumably they weren't able to move some of the control surfaces after take off and got blown off course.
