In short:

They're looking at increasing the RDP delay from the current 50% longer to 100% longer, i.e currently if a FW took 7 hours to resupply, if you blew up the factories it'd take 10 hours to resupply instead - in the new change if the factories were blown up it'd take 14 hours to resupply.

It's a start it must be said!
